CPI (Maoist) karnataka press release on anti people land lords bandh call against our party and people


Exploiting landlords are organizing irrespective of political parties, against peasents and common people of malenaadu with sangh parivaar's mastermind and conspiracy. They are organizing under the name of peace committee to oppose our party in the guise of peace, which we spoiled there; we are destroying family, brotherly and friendly relationships between peasants, workers and landlords there, they are projecting so, for malenaadu. We are the sole reason for violence in malenaadu, they are saying. Before our entry, malenaadu was very nice and peaceful region. There is no such exploitation oppression and violence on peasants and workers in malenaadu they are propagating.

But reality is quite opposite; they are putting efforts to cover their economic, social and cultural exploitation and oppression on common people in the wake of ongoing-armed class struggle. They are having larger land holdings; hundreds and thousands of acres of landholders are there. Areca, coffee, rubber, cashew, elaichi, pepper estates etc are there. They are controlling malenaadu and karavali economically and politcally directly and indirectly also. In this area comprador bureaucratic capitalists like tatas, ABC, tea companies were also having larger presence. Imperialists like Cadburys also there. Other than this after the imperialist sponsored liberalization, privatization, globalization, there were several forest and water, power, mining schemes are upcoming by destroying life of the people, culture, and environment of malenaadu and karavali.

Caste oppression on daliths and adivasis and sex exploitation are rampant. They were treated as second class or third class citizens. In some area they were treated as slaves. Free service is compulsory in few areas and in few feudal and religious institutions. Workers are less paid. Their condition is serious thing, they are provided with pig hut like houses without basic facilities like power water and toilets. Thrashing of workers are still continuing in few places of malenaadu. Majority of people of malenaadu were land less, poor or having small pieces of lands without having records, though applied for it from several years, but still not provided by the government authorities. Now they are threatened by evictions for various imperialist and comprador sponsored forest, water, power etc projects. Government and its authorities are implementing all terror, illusion creation, cunning methods to evict poor peasants from their ancestral home lands. Earlier they used to impose false cases, illegal arrests, tortures, laathicharge, cutting down the paddy, areca, banana and other plants, smashing houses etc like anti people tactics. Now they are terrorizing people by cold blooded murders. Exploiting land lords are supporting all these and opposing people's struggle from the beginning. All these are peaceful for landlords and their agents but for all common and poor people it was peace less and violent against them. People are fighting for peace and social justice for them. Naturally that becomes peace less and violent for exploiting landlords and their agents, sangh parivaar and comprador state.

Now exploiting landlords, goons of sangh parivaar and their agents joined together, as per their class interests, against people and our party, as our party is leading poor and common people. We are organizing adivasi and other exploited toiling people with revolutionary class politics. By that people are waging uncompromising struggle for their life, livelihood and nature.

We are condemning strongly the bundh call against us and people, given by these anti people exploiting elements on 31st of this month. We are warning seriously to all these anti people pro establishment land lords and their agents to stop this immediately. Otherwise they will have to face wrath of toiling and common people. By doing these type activities they can't stop ongoing peoples struggle. So many such attempts of exploiters were utterly failed. Even like well organized and equipped state and feudal elements sponsored selva judum ,thrutheeya prasthuthi committee like reactionary mercenaries were beating back by our people's liberation guerilla army and people in jharkhand ,bihar, chattisghad,maharastra,west Bengal,Andhra Pradesh,etc. In Bidar Raichur of Karnataka also, people fight backed reactionary landlords and their agents by conducting people's courts and implementing people's court decisions including elimination of die hard class enemies. Don't spit skywards it definitely falls on you, the exploiters.

We are appealing all people, all pro people organizations, individuals and democrats to expose and fight conspiracies of exploiting landlords and sangh parivaar combine's anti people and anti democratic acts like bundh against the people and their cause in the name of maintenance of so called peaceful environment, which is for them.

Reactionary Sangh Parivar and state police colluded and hatching conspicuous against the people these anti people goons did serial robbery nearby Agumbe and sent a team to Gore's house near Belthangadi etc. There several such near were conspicuously spreading by these anti people elements. Now they are floating anti people reactionary organizations in the name of peace committee, Jaagrutha Sena etc. Through these they are trying to organize landlords and their agents and creating mercenary killer gangs against the struggling people there. These are all against to the adivasis, daliths, backwards and women. By this they are putting efforts to get support for their reactionary crimes.

We are appealing to the struggling people and pro people organizations and individuals to expose these conspiracies of police and Sangh parivar, and fight against it by not allowing them to continue their anti people activities.

Karnataka government confiscated withdrawn book Aanudeva Horaganavanu by acceding to the reactionary swamies and leaders. There were politically motivated demonstrations organized by political and religious leaders, particularly in North Karnataka, in the juncture of transfer of power to the BJP.

Author himself clarified his version of suspected reality about Basavanna's caste origin and open for freely discussing the same. But several intellectuals were acted as feudal pandiths without even taking the responsibility of healthy and democratic discussions over the matters raised in the book. Rather than that they tried to get mercy and support of religious leaders and political leaders by using this issue. In this few democrats and progressive intellectuals clearly took position of middle path. They diluted discussions with personal hatred ness. They did not take the responsibility of conducting healthy and democratic discussions.

In midst of this reactionary atmosphere several democrats and few organizations actively conducted and participated in the discussions with firm standpoints by upholding freedom of expression and democratic discussion.

Kumara Swamy's coalition govt. confiscated the book after author himself withdrawing it. We condemn this act of government of Karnataka and demanding to withdraw this undemocratic,insane decision immediately.

Attacks on Journalists and media people are increasing alarmingly. Several Journalists were killed by anti people reactionaries and by the government forces also. Several were arrested under false cases. Hitting and smashing the camera and other valuables is becoming common thing.

In Mangalore, Bengaluru and other parts of the state, ransacking the offices of the media, physically attacking them, destroying their camera, imposing false cases and illegal arrests by the state were increasing. In earlier also sangh parivaar and travelmafia jointly ransacked an media office with threat.
Recently in Mangalore TV9 office ransacked and attacked it's reporters by the blue film mafia elements.

We are condemning these attacks on media and demanding to provide all necessary arrangement for the free and democratic functioning of journalists and media people.

Take stringent actions on attackers.
All these events reveals further how much democratic, our system is and how much democratic atmosphere prevailing in our society?.

We are appealing all people and demdocrats to raise their voices and fight it with organizing them selves for the sake protecting whatever rights people achieved through the struggles.

Naxals aim Dakshina Kannada district

MANGALORE/CHIKMAGALUR: After Shimoga, Chikmagalur and Udupi districts, Naxals' latest foray is into Dakshina Kannada. This is the first time that Uppinangady district witnessed Naxal activity.

On Wednesday night, Chandrashekar Gore, a farmer who owns a plantation at Muddige Mane of Hatyadka village in Belthangady taluk, was visited by Naxalites.

Around 11.30 pm, Gore heard noises near his house. He turned on the light outside to investigate the source.
To his surprise, Gore found three strangers including a woman, two of them armed, standing outside his doorstep, said police sources. Gore did not open the door. The woman asked for food but was told there was nothing in the house.

A verbal altercation ensued for 10-15 minutes. The Naxalites even demanded money or gold, which Gore refused again.
The Naxals gave up at this point and decided to leave. But before they left, they scribbled "Support Naxalism. Give money to Vittal Hegde (Naxal sympathiser)," on his walls.

Police said Gore saw the woman up close and the police department showed him photos of Naxalites to identify the woman. He zeroed in on one.

When the panchayat president, Jagannatha Gowda, and other leaders got to hear of the incident on Thursday morning, they informed the police.

A combing operation was undertaken and is presently being monitored by Puttur sub-division assistant superintendent of police, Harsha. Superintendent of police, Sateesh Kumar also made a spot visit in the morning.

Two anti-Naxal forces platoons and one section of anti-Naxal squad are a combing the area. One section of the District Crime Investigation Bureau (DCIB) is also probing the matter.

Poor response to bandh

A bandh called by the Naxals in and around the Kudremukh National Park area, Sringeri-Bajagoli and Kalasa-Bajagoli area, was unsuccessful. Government offices, schools and shops remained open in Nemmar, Melnemmar, Thyavna, Herur, Herurmakki. However, in places like Kerekatte in Sringeri taluk where the Naxal movement is intense, petty shop owners downed their shutters.

Private bus from Karkala to Nemmaru and Bukadibylu suspended their services for the day. Trucks carrying ore from mines to Mangalore were also missing from the road.

Speculation rife over ASI's 'encounter' death

SHIMOGA: The police-Naxal encounter on Tuesday, in which ASI B A Venkatesh (56) was shot dead, has come as a shock.

The death of the cop has led to suspicion whether he was shot dead by Naxals or by his own team in an act of misfring.

Acting on a tip-off about Naxals staying in a secluded house at Hulugaru Bailu on Tirtahalli-Agumbe road, the anti-Naxal force (ANF) led by SP Arun Chakravarthy and Assistant Superintendent of Police Siddaramappa decided to comb the area. A team of 80 policemen grouped into 4 teams were asked to surround the house.

Venkatesh led his group towards the house, and when they had almost reached the house, Naxals shocked the police by showering bullets at them. The cops exchanged fire with Naxalites till 10 am on Tuesday.

The incessant rain during the shootout compounded the gravity of the situation as both Naxals and police could hardly see anything, and Venkatesh was hit by three bullets and collapsed on the spot. He had no bulletproof jacket. Naxals managed to escape into the woods.

Though the ANF conducted further combing operation, they couldn't trace anybody. The house in which Naxals were hiding belongs to KSRP constable Ganesh. One Sudhakar was looking after the house and land.

According to Sudhakar, he and his family had gone to visit their relatives on Tuesday evening and returned only on Wednesday morning.

Cop's body cremated Shimoga: ASI Venkatesh's body was cremated with full honour at Hegodu on Wednesday afternoon. His body had been brought to Hegodu after conducting autopsy at JC Hospital in Tirtahalli.

Bullets were fired in the air to show respect to the deceased cop. Along with MLA Araga Jnanendra, local representatives and party leaders, people in large numbers gathered to condole the death of Venkatesh. Director General Srinivasan, Inspector General of Police Satyanarayana Rao, A N Prasad, Kishor Chandra, Superintendent of Police Arun Chakravarthy, Assistant Superintendent of Police Siddarammappa, DySP Chandrashekar and others were present.

ASI killing will not deter us: DGP Shimoga: The killing of the ASI Venkatesh will not deter our operations against curbing the naxal menace in the region, said DGP Srinivasan.

Talking to reporters who met him at the helipad during his visit to Shimoga on his way to Agumbe, Srinivasan said the police force had braved the naxal attack and the ASI was killed in the shootout. This will not be a setback to the department, he added.

There is a need to increase the ANF staff. All measures will be taken to continue activities to trace the naxals in the region, he said.

To a question about the killing of Venkatesh, he said that he was yet to confirm whether it was the naxals or misfiring that caused his death.

Bangalore: The State Government has decided to refrain from forcibly shifting out tribal people in the national parks forming part of the Malnad forests in an effort to prevent them from joining the company of hardcore naxalites, who have reportedly sneaked into the forest belt of the State from other places.

A high-level meeting was held here on Tuesday to hear the views and suggestions offered by legislators from the Malnad districts. Deputy Chief Minister B.S. Yediyurappa and Home Minister M.P. Prakash chaired the meeting.

About 40 legislators from the districts of Dakshina Kannada, Udupi, Chikmagalur, Hassan and Shimoga attended the meeting.

Briefing presspersons after the meeting, Mr. Prakash said police personnel in the naxalite-prone areas would be equipped with latest firearms and would be paid an incentive for working in such vulnerable areas.

To complaints that most of the police stations in the Malnad districts were understaffed, the Government had assured that adequate number of police personnel from other areas would be posted. Further, the Anti-Naxal Force would be well-equipped and all the proposals sent across to the Government in this connection had been approved straight away. "Funds should not be a problem in combating naxalism," he said.

ASI gunned down by Naxalites
An ASI was killed by Naxals at Gowriguttalu near Agumbe on Tuesday evening, DHNS reports from Shimoga.
Venkatesh, an ASI in Malur Police Station in Tirthahalli taluk, was leading a 40-member anti-Naxal force when three ultras fired at them from a tree top. The anti-Naxal squad had rushed to the spot around 6.30 pm on getting information that the Naxals were planning to have dinner at a house near Gowriguttalu on Tuesday night.
The police returned the fire but the rebels fled the scene. The shootout lasted for over three hours. Heavy rain prevented the police from chasing the Naxals.
Sources said 12 armed Maoists, including 3 women, were planning to have dinner and stay at the village. After the encounter, combing has been intensified in the region. Senior officials visited the spot.

Wide news are conspicuously spread that we did dacoit of 4 houses and taken kilos of silver, tens of thousands of rupees and snatched ear rings and thali and chains from the women by thrashing them e t c.

This is stage-managed dacoity by the bajarangadal,bhaaratheeya janatha party leaders and police combine. Police themselves participated with sophisticated weapons and wearing masks with baja ranga dala goons in dacoity as they and bajarangadala are good experienced ones on this by their routine practice of running theft,loot and sandal wood smuggling. This is for diverting public attention from cowardly atyadka fake encounter of theirs and imposing fascist terror and killings on people further.They trying avoid any enquiry of their crimes of cold blooded murders. They earlier also did these type of dacoity nearby kallugudde and other area in smaller level in the name of us. They also burnt government bus in nearby sringeri and tried to charge it on us, but their intention was not fulfilled.They exposed themselves before the public.Police kept silence on those matters.No heroic! Arrests, no heroic! encounters were made for that.

They and so-called law keepers did not shout for action on bus burners and looters at that time. The leaders of bajaranga dala and police officials jointly planned this shameful dacoity. They looted gun only for charging blame on us.

Jnaanendra got nervoused by his anti social acts,exploitation,patronizing sandal wood and timber mafia and loot, so that he applied for police protection with cunning method ,hero pose and created emotional scene in the house to get sympathy of other members of the assembly. An open letter to the chief minister and the socialist home minister

Mr. Chief Minister and Mr home minister,

After massacring ruthlessly, our comrade and poor tribal people in atyadka recently with your rifles, violating all rules and norms that you had to protect and follow, you both told the media that if we surrender our weapons then you are ready to talk with us. But you both not mentioned about withdrawing killer anti naxalite force and your weapons, stopping of operation of cold-blooded murders and creating conducive atmosphere. We don't think that your talk is sincere one. We know that this is your drama for covering your real fascist faces before the public.

Ridiculing thing is, you are saying that you are not aware of problems of the people there. After several years of struggle, hundreds of representations, hundreds of appeal letters you and your predecessor governments did not turn towards solving any single problem of the people. Not given land and records. Not made any efforts to stop exploitation from landlords and contractors, moneylenders, forest department, not ensured proper wages and just price for the agro produce. Rather than that added fuel to the burning fire by announcing national parks, reserve forests, check dams, thermal power projects like schemes and eviction of the people. These are all only for the interests of imperialists and local comprador companies. Adding to this, you and your predecessor governments directly joined hands with fascist communal forces and masterminded communal massacre in Dakshina Kannada Bengalooru and communal clashes in other parts of the state. As a responsible keeper of the rule of law whole assembly shamelessly withdrew cases of massacre, arson, loot, rapes of fascist gangs of Sangh Parivar without even minimum discussions in the house. Then how people can trust your government.

Having weapons is not our wish, will or craze. Actually we did not take weapons at first. We have been worked without weapons from the early. Our comrades worked among people and organized them for their just demands. Your predecessor governments, forest and police department did not left us to organize people without taking weapons, not allowed even for being with the people. Aggressively came forward for forceful implementation of anti people projects and eviction of the people by using police and weapons. Several harassments, false cases, arrests, tortures were made on people and on our cadres without following so-called rules. Though it is democratic principle, not even considered people's just demands and opposition to the anti people projects there. By that, government and its departments pushed us to take weapons for self-protection and for organizing people.

We never surrender people's interests. We never allow destroying people and their interests at any cost. You and your predecessor governments murdered our beloved nine comrades and four poor people by using guns. Implicated tens of false cases on our comrades and struggling people. You are implicating false cases even after the murdering and arrest our comrades and people. Your government had released posters containing our comrade's photos. Projected them as criminals. Do you know?, they are all having good personal history of honesty, sincerity, culture, they never thought about crime and exploiting the people. They are all dedicated their whole life and sacrificing all for the service of the people. Do you think that sacrificing life for social cause is an easy thing? Such a dedication and sincerity are with our comrades. Such invaluable they are. Then how you and your khaki force murders people decent poor people and our cadres so easily? How it possible in this so-called democracy? Are you having any faith in democracy and democratic principles whatever you are propagating? Can you answer these? But you and your force not even taking stringent, so called, legal actions towards anti social elements mafia goons, many such people are in your cabinet But you and your predecessors continuously keeping and protecting big land lords, compradors, anti people exploiters, land grabbers, anti social fascist goons, distillery mafia, land mafia, mining mafia, forest mafia etc. Not taking any actions on them according to the law. At the same time fixing false cases on struggling poor and democratic people and suppressing them.
Your government is also following the same predecessor government policies, with more aggressiveness. By giving large amount of farmer's agricultural lands to the imperialists and compradors in the name of SEZs.

You are playing drama of village stay with much fanfare. But not solved any of basic problems of those village people. You also conducted farmers meeting and attended personally by saying you are sincere for farmers cause. But you did not make any fundamental solution to the problems of dying farmers. Farmers are ending their lives in day today manner. Waiving of farmers loans become cheap drama. It not yet reached dying poor and middle peasants.

Now about the question of violence. We are not for any violence on people. But you are talking about peace and non-violence after ruthlessly torturing and murdering people and our cadres. Real crude violence have been perpetrating on common people by governments and its departments, contractors, landlords, big companies, communal gangs, mafia gangs etc. Class violence, caste violence, communal violence and violence on women are increasing rapidly without any check by the ruling system. For example what justice made to Kambalapalli victims, what justice provided to the communal massacre?What justice made to acid attacks,female foeticides,sex exploitation of women? what justice provided to fake encounter victims by ruling system.

There are hundreds and thousands of examples for prevailing crude violent injustices. Governments and its departments are directly involving and protecting those violence. We did not kill anybody or threatened any common people. We only retaliated for the violence perpetrating on people and on us, as ruling system itself is the sole responsible for that. We retaliated after losing four of our invaluable comrades including our beloved state secretary com. Saketh Rajan by state violence. Police informers are nothing but police

We presented people's demands of canceling national park, reserve forests, bio parks, providing land and records, canceling anti people projects etc. to the erstwhile Dharamsingh's coalition government, your party was part of that. DharamSingh government played policy of stick in hand butter in talks and continued to suppress our party and people's struggle. The same coalition government killed our secretary Saketh Rajan and Shivalingu and rewarded criminal police officials with medals and money. One among them i,e sreenidhi's criminal and anti social character exposed recently. That exposed the hoax of Dharamsingh govt's fascist nature and sincerity towards people. Before that S.M. Krishna government also played such hoax dramas by killing our beloved comrades Parvathi and Hajima, then announcing false packages. Rewarded killer police officials with medals and money.
Up to now no governments showed any move towards canceling imperialist managed anti people projects and stopping eviction of people, guarantee for the people's lives, land and nature. You cannot do that, as you are all agents of ruling class and imperialists. Your government spear heading the eviction of people both in rural and urban areas from their birthland for sake of imperialist companies and compradors. Now your government is doing all efforts to evict and destroy Nandagudi, Hassan and other area peasants and lands for the SEZ etc.

By employing licensed killer goons to kill people, acting upon cruel police official's directions, giving clean chit to killer officials in the house, targeting pro people and progressive individuals and organizations, curtailing all creamy layered democratic space and norms, imposing false cases, doing unlawful arrests etc, murdering revolutionaries and people, your government is adopting more aggressive fascist measures towards struggling people. It is your necessity for serving ruling class better, getting their mercy and support for your chiefministership, for mortgaging and selling land and common people to imperialists, continuing exploitation and loot. By naming after secular you and your party joined hands with the fascist, castiest, Brahmanical and communal hooligan party in opportunist way. Then what justice can expect from you towards the people?

We have not any self interests in doing struggle.We are doing this with great concern and love towards exploited people and nation ,for bringing real democratic society.

If you are sincere to your words,you please, solve people's problems first.Concider our party as revolutionary political party. Withdraw anti naxalite force and disband it.Take actions on killer police officials to ensure confidence on legal and administrative system.Scrap all anti people rules and regulations and acts. Ensure misuse of law and rule on common people. Take stringent action communal goons. Withdraw all false cases foisted on people,democrats and on our cadres. Ensure safety and security for peoples lives.Provide lands to the landless and the poor peasants.Provide land records to the poor peasants. Stop the eviction of the people from their birth lands both in rural and urban. Stop evicting slum dwellers and provide proper shelter and livelihood .Stop the exploitation and loot of land lords,contractors,forest departments police and other officials.Cancel national parks,reserve forests,animal sanctuaries,big dams, check dam projects,nandikur thermal power project,gundya power project,sezs.Make proper plan for the safety of wild animals and nature without harming people's lives. Make proper lively hood for evicted people of kaiga bedthi, and seebird projects by providing lands and facilities. Reinstate those evicted people of thatkola ,badra etc in thier ancestral lands. Encourage and make alternate eco friendly and people friendly power and irrigation projects.Stop giving fertile agricultural lands to IT BT and other people for negligeble price.Promote village based industries. Ensure real federal system. Confiscate extra lands and illegal holdings of big land lords and big corporate business houses and distribute it to poor and needy people of the state. Impose restrictions on accumulating huge profits and properties.

CHIKMAGALUR: The last rites of four tribals who were killed in an encounter were conducted on Thursday at Hattidka hill near Menasinahadya in Koppa taluk.

Police handed over the bodies of Ramegowda, Kaveramma, Parameshwar and Sundaresh to Menasinahadya GP member Devendra on Thursday morning. The villagers opted for the funeral after release of the Ramegowda family members who were arrested for security reasons. With news of the award of bail by Koppa court to the arrested, the last rites were conducted at the spot where the encounter took place.

Progressive thinkers and tribals, who were arrested from various parts of the district, were released on bail on Thursday. Kuduremukh National Park Virodhi Horata Okkuta president Kalkulu Vittal Hegde, Adivasi Girijana Hitarakshana Horata Samiti district president Krishnegouda and secretary Mariyappa are among the released.

Those who were arrested at Balehonnur and lodged in Shimoga jail, were also released.

Mangalore: PUCL stage protest against Encounter killings

Mangalore July 13: The Dakshina Kannada unit of Public Union for Civil Liberties (PUCL) staged a protest in front of the Deputy Commissioners office today July 12, 2007, to demand an inquiry into the encounter killings at Menasinahadya in Koppa where five alleged 'Naxalites were killed.


PUCL Dakshina Kannada unit President P B D'Sa addressing the protest meet, said that the home ministry has lost control over the police department who are taking great liberties in matters relating to encounter killings.

He demanded that an FIR should be immediately filed in the jurisdictional station under appropriate sections of the IPC, against the policemen and take immediate action against the officers who carried out the encounter.

Bangalore, July 12: Human rights activists in Karnataka today welcomed the government's willingness to hold talks with the naxal groups but said it should constitute a panel of known civil society leaders to undertake this task.

"Mere offer of talks without workingout a mechanism and creating a conducive atmosphere will not bring any desired results," SICHREM, the South India Cell for HR Education and Monitoring said today.

In a statement issued here it said it would be too much to expect that the naxalites would come forward to talk to the government basing on the newspaper statements. The state would also assure them that they would not be arrested once they come for talks, the organisation said.

Never in the past such protests, which was witnessed after police killed five persons in Chikmagalur district in an encounter on Tuesday, by local people had happened against encounter killings of people 'accused' as naxalites. The government should bring out the truth and punish the guilty police officials, it said.

The organisation also urged the state government to be honest in their offer of talks and create mechanisms so that all efforts were made to prevent Karnataka from 'encounter raj', as it happened in some of the neighbouring states, which was a threat to democracy and human rights, the organisation said.

Megur (Chikmagalur District): Lack of basic amenities, fear of eviction from the Kudremukh National Park area and economic hardships are the root cause for the anguish among people in Menasinahadya and Megur villages. Wodeyar Math, where five persons were killed in an "encounter" between the police and "naxalites" on July 10, is in Megur. The village situated deep in the forests of the Western Ghats can be reached only after a seven-kilometre trek along a "kacha" road.

People here are giving varied accounts of the "encounter." Some village residents, who did not want to be named, told The Hindu that the police had barged into the house of Rame Gowda and fired indiscriminately. One pers on said that the encounter was sparked by a gunshot fired by Gowtham when the police had come on a search to Rame Gowda's house. Another resident said that policemen had fired from a height at Rame Gowda's house.

Yet another resident alleged that people had been facing harassment by the police who suspected them to be supporting naxalites.

Certain political organisations had created an impression that people who were associated with organisations such as Kudremukh Rashtriya Udyana Virodhi Samiti and Adivasi Girijana Sanghtane were naxal sympathisers.

T. Devendra, a member of Athikodgi Gram Panchayat, said that the a major problem faced by people of both villages was to get foodgrains under the public distribution system.

The nearest ration shop was about 5 km away and foodgrains were distributed only twice a month. Only 115 of the 250 houses in the area had power connection, and there were many farmers who had not received title deeds for their land, he said.

Naxalites had been active in parts of Chikamagalur, Shimoga, Udupi and Dakshina Kannada districts, he said.

Residents said that naxalites tell them about multi-national companies, globalisation, special economic zones and freedom struggle. They said that after naxalites had arrived on the scene, Forest Department officials had stopped harassing them.

Probe sought

Meanwhile, president of the Kudremukh Rashtriya Udyana Virodhi Okoota Kalkuli Vittal Hegde said on Wednesday that the Government should give an assurance that no one would be evicted from the Kudremukh National Park area and order a judicial probe into the "encounter."

Bangalore: K.R. Ramesh Kumar and R. Roshan Baig (Congress) on Wednesday cautioned the Government in the Legislative Assembly that the "encounter" killing of "naxalite", instead of bringing them to justice, would generate sympathy for the movement and it would become difficult for it to control the menace.

They were speaking on the suo motu statement by Home Minister M.P. Prakash on the encounter at Menasinahadya in Chikmagalur district in which five "naxals" were gunned down.

Earlier, the Speaker Krishna disallowed an adjournment motion moved by the Leader of Opposition N. Dharam Singh.

While Mr. Ramesh Kumar termed it a serious violation of human rights, Mr. Baig advised the Government to handle the naxalites tactfully.

He warned that the day was not far off when legislators and former Ministers would find it difficult to freely walk in their own areas.

Mr. Baig reminded the House of how in some naxal-dominated districts of Andhra Pradesh politicians and former bureaucrats were afraid of moving about without security.

Mr. Ramesh Kumar was surprised how all the five persons holed up in the mud-house were killed while only a constable was injured, if the retaliation by the "naxals" was of a high scale.

Referring to Mr. Prakash's statement, Mr. Ramesh Kumar said that the offences allegedly committed by Gautham, a member of the Communist Party of India (Maoist) and Paramesh for which they were booked under some sections of the IPC would not attract even life imprisonment. But, the police eliminated all the five, instead of taking them into custody and bringing them to justice.

He suspected that the police were in a hurry and overwhelmed by the news that the "naxals" were holed up in a house.

They were killed in a cold-blooded manner, reminiscent of the anti-Veerappan operations days, he said.

Karnataka, he said, was marching towards a dangerous situation.

How could the police defend the killing of Subramanya, Rame Gowda and his wife Kaveri, against whom there was no charges?

Mr. Baig said that naxalites were not anti-nationals. He blamed some IPS officers for the reckless operations against the naxalites.

The Minister said the "mahajar," post-mortem and investigation into the case were conducted in the presence of a judicial officer.

st them. He told Mr. Baig that one of Gautham's brothers, who was undergoing police training at Khanapur, was present when the "naxal" was cremated. Vatal Nagaraj (Kannada Chaluvali Vatal Paksha) also spoke.

Killing of Parameshwar surprises villagers

Kalasa July 12: Both surprise and sorrow gripped the town on Wednesday as soon as it became aware of the fact that A S Parameshwar (30) from Athyadka village was one among the five, who were killed in an police encounter at Menasinahadya on Tuesday.

Parameshwar was a very familiar face for all those in the town who were interested in progressive issues. The man who usually found with a small bag on his shoulder every now and then, had just been to the town last week to meet his friends and had returned to his native place.

A member of a Girijana family in Menasinahadya, Parameshwara had actively involved in the struggle connected to Kudremukh National Park. A 2-3 acre agricultural land was the only source of livelihood for the 3 brothers, including him.

Parameshwar was a person with a straight forward opinion regarding social issues. A familiar face in Kalasa, Sringeri and Chikmagalur areas, he had found media as the powerful tool to fight against injustice.

He was the brain behind the successful Girijana convention held at Kalasa last year. Though he could not complete even his high school education, Parameshwar was knowledgeable enough to talk confidently about GATT, WTO and the like!

Being the general secretary of Rashtriya Udyana Virodhi Okkuta, Paramwshwar appeared publicly for his struggles, and why the government did not arrest him if he was a naxal, as they claim? That is the pertinent question posed by the people here.

Megur (Chikmagalur district): The house of Rame Gowda has bullet holes in almost every room. The rice that he and his wife, Kaveri, had stored is strewn all over in one of the rooms. In another room, clothes are scattered on the floor. The tiled roof has bullet holes indicating random firing. Rainwater was seen in the house. In short, the house appears to have been the scene of an ambush.

Residents of Megur and Menasinahadya villages, located in the forests of the Western Ghats, 7 km from the main road, speak well of Rame Gowda, Kaveri, and the two other victims of the July 10 encounter, Parmeshwara and Sunderesh.

Several residents told The Hindu that Rame Gowda and Kaveri were a generous couple. They had two sons, Prashanth (14) and Adarsh (10), who study in Nemar, a village in Sringeri taluk. Prashanth has been reportedly missing since the day of the encounter. Rame Gowda had a small piece of land, which, according to villagers, yielded him two quintals of rice and 50 kg of arecanut a year. During a part of the year, he worked as an agricultural labourer.

The residents say that if the police were suspicious of Rame Gowda's activities, they could have resorted to legal means. There was no need to kill him and his wife. Prashanth, Director of Lamps Society, Koppa, said: "They should not have been shot just because they gave food to naxalites." On the day of the encounter, Parmeshwara and Sunderesh were in the couple's house. Sunderesh was to spray insecticide on Rame Gowda's areca palms, and Parmeshwara was just visiting.

According to Sunderesh's brothers, T.A. Jayakumar and T.A. Gunde, "Neither Sunderesh nor we are connected in any manner to naxalites."

With tears in his eyes, Parmeshwara's father, Sheshe Gowda, said that Parmeshwara never talked about naxalites. Since he was the general secretary of the Kudremukh Rashtriya Udyana Virodhi Samiti, a local Hindutva outfit branded him a naxalite sympathiser, he said. Recalling Tuesday's encounter, he said that it was "like bursting of crackers. He went to Rame Gowda's house as Rame Gowda is our relative."

Pitched battle

There was a pitched battle between the police and people of Megur and Menasinahadya villages on Tuesday night. The villagers had blocked the roads with logs and dug trenches. They even set a government vehicle on fire. The villagers did not want the dead bodies of the five persons killed in the "encounter" to be removed until the Chief Minister arrived on the spot. But the police resorted to lathi-charge around 1.45 a.m. on Wednesday and dispersed the crowd.

Detained

Correspondent reports from Chikmagalur:

Police detained more than 100 persons in the Malnad region of the district on Wednesday as a precautionary measure to prevent them from organising demonstrations to protest against the killing of five persons in the "encounter."

The arrested persons included leaders of various progressive organisations that have been listed by the Government as being sympathisers of the Maoists, including Kalkuli Vittal Hegde, president of the Kudremukh Rashtriya Udhyana Virodhi Okkoota.

The bodies of the slain persons were brought to the government hospital in Chikmagalur for post-mortem under tight security.

Vipul Kumar, Superintendent of Police, denied that the encounter had been staged. Speaking to presspersons, he reiterated that the 'naxalites' had fired first and the police retaliated. He said Paramesh, who was among those killed, was an office-bearer of the Kudremukh Rashtriya Udhyana Virodhi Okkoota and was considered to be a Maoist.

Civilians killed in fake encounter, says Congess

Bangalore, July 12 (UNI) The Opposition Congress in the Legislative Council today charged the Karnataka police with killing innocent people in fake encounters by branding them as naxals.

Speaking on a preliminary submission after submitting adjournment motion seeking detailed discussion on the failure of the state government in protecting innocent tribals living in Western Ghats which was affected by naxal menace, Opposition Leader H K Patil charged that five people were killed in an fake encounter by the police at Menasinahadya Village yesterday.

Mr Patil alleged the state government which failed to implement various welfare measures in the naxal-affected areas in Shimoga, Chickmagalur, Udupi and Dakshina Kannada districts, was now targeting innocent people in the guise of eradicating the naxals.

All the villagers of Menasinahadya had expressed anguish over the killing of four innocents and did not even allow the police to remove the bodies from the scene.

Mr V R Sudarshan (Cong) termed the incident as most unfortunate and condemned police action which resulted in the killing of four innocent people.V S Ugrappa, Ms Motamma, D S Putte Gowda, Prathap Chandra Shetty (all Cong) also condemned the killings.

The Congress members also charged the state government with treating the naxalism as a law and order rather than a socio-economic problem.

The government also failed to implement the recommendations of the Chiranjeevi Singh Committee to announce a special development package for the Malnad Region in four districts, they charged.

Minister for Higher Education and Leader of the House D H Shankaramurthy, opposing the adjournment motion said the naxal activities in Chickmagalur and other districts should be seen as law and order problem.

The naxals had killed three persons, damaged public properties and also indulged in looting the people living in the area.

Mr Sachidananda Khot, Deputy Chairman of the House, who was in the chair, ruled the motion was converted into Rule 68 and disallowed the adjournment motion.

Yesterday, five people were gunned down in an encounter with the police in Menasinahadya Village. Locals alleged one was a CPI (Maoist) member and the other civilians killed in the crossfire between the naxals and the police.

All others are poor asivasi village people.The state armed goons (anti naxalite force) of the state indiscriminately fired on the house from all sides intentionally without caring sleeping people there. They did not considered to leave house owner and others lives even they could avoid that bloodshed. They caught them and later killed there to create terror among struggling people. There was no real encounter happened. They avoided public and media to see even dead bodies until 4 o clock yesterday. Com Goutham hailed from poor peasant family of Thurvihal village of sindhnoor talluk in Raichur district. He completed his post graduation, worked as a lecturer for short period and joined our squad few years back. Though he was not familiar with the conditions of the malnad he adjusted himself. He became an area committee member in 2005. He was a good reader; reading of new books is his enthusiastic habit. He was simple and dedicated his life to the people's cause until his last breath.
Com. Parmeshwara hailed from the poor adivasi family of hatyadka of koppa talluk, chickmagalore dist. He was active in adivasi struggle, took leading role in several struggles. He was serving as general secretary of anti national park federation. He is much interested in grasping politics of exploitation, feudalism, imperialism etc. He never misses any resources of knowledge.
Rame gowdlu,Kaveramma and Sundaresh were poor adivasi peasants of Menasina hadya and Atyadka.They were actively participated in struggles, good, simple and loving people. They always with the side of the masses. They served our squads with affection.

We are saluting these great martyrs. We are heartily sharing sorrows of their family and relatives.
By inflicting these types of crimes on humanity and struggling people, revolutionary movement cannot be stopped. Mangalore: Naxals take away gun, cash from landlord's house

MANGALORE July 6: A group of people, suspected to be naxalites, barged into the house of Keshav Hegde at Hulgarbailu in the Sringeri police station limits in Chikmagalur district late on Wednesday. The 12-member group took away a single-barrelled breach-loading gun and Rs. 54,000 in cash from the house. The group also reportedly threatened the family against informing police about the incident.

Ashit Mohan Prasad, Inspector-General of Police (Western Range), said here on Thursday that the personnel from the Sringeri police station learnt of the incident on Thursday morning. The Anti-Naxal Force and the local police combed the region, but met with no success. Police had stepped up vigil in the area, he said.

Vipul Kumar, Superintendent of Police, Chikmagalur, said over phone that the group descended on Mr. Hegdes house around 9.30 p.m. and knocked on the door for half an hour. Mr. Hedge did not open the door suspecting that they were naxalites. It was only when the group threatened to break down the door that Mr. Hegde let them in, he said.

The group, which had snapped the telephone wires before entering the house, is said to have talked to Mr. Hegde about their way of life before making good their escape with the gun and money. They also scattered pamphlets in and around the house. The place where the incident occurred is almost an hours drive from Sringeri and located in difficult terrain, he said.

Director-General and Inspector-General of Police K. R. Srinivasan reviewed the ongoing operations against naxalites, at Karkala on Thursday. Mr. Kumar, who was busy with the Hulgarbailu incident, could not attend the meeting.

Com somanna/papayya, NTSZC(north telengana specialzonal committee) member, was caught in Bangalore by AP special police on 29th or 30th of june, severely tortured and killed in fake encounter in warangal district thadpai mandal on Sunday. He was in Bangalore for medical treatment and rest.

What police story of somanna encounter is utter lies. They thrown away all so called democratic norms and protocols and murdered our beloved comrade paapayya. These murder gangs of state were perpetrating these type of heinous crimes on people and revolutionary leaders. They were provided this fascist and black authority in this so called democracy. But civil society, democracy etc, like illusion being creating to cover up this rotten and most violent state system. Rajashekara reddy is showing his efficiency in appeasing imperialist masters.
